This paper examines India's Unified Payments Interface (UPI) and its international expansion, focusing on how it influences data security challenges and risk management in cross-border digital payments. UPI, introduced by the National Payments Corporation of India in 2016, has become a model for rapid, interoperable digital payments with real-time settlement. As UPI expands internationally through partnerships with countries in Asia, the Middle East, and Europe, it faces significant data security vulnerabilities, regulatory compliance complexities, and operational risks across multiple jurisdictions. The paper analyzes types of data vulnerabilities including insider threats, API exploits, and phishing attacks; examines regulatory frameworks such as GDPR, PCI DSS, and RBI data localization requirements; and discusses technological solutions including machine learning, behavioral biometrics, and real-time transaction monitoring. The study reveals that while UPI's architecture is robust, vulnerabilities emerge at human-touch points and third-party integrations. International expansion requires harmonization of security standards, adoption of multiple compliance frameworks, and resolution of conflicting data localization regulations.
