Abstract

Disaster resiliency programs remain the bottleneck with children and youth in very high flood susceptibility areas of Panabo City, Davao del Norte Province. This research aims to determine the concepts of disaster resiliency and design an intervention program for these vulnerable groups. Using descriptive qualitative case study methodology with focus group discussions and key informant interviews, narrative analysis with grounded theory matrix was applied. Informants revealed that disaster resiliency is strengthening participative governance through capacity development of knowledge, skills and attitude towards a disaster resilient community. A comprehensive intervention framework and program design using the modified logical framework approach are presented with recommendations.
