Optimization of Grant Fishing Vessels Based in Pangandaran, Indonesia

Fishing operations are critical to coastal livelihoods in Pangandaran Regency, West Java, which possesses vast marine resources. The Ministry of Marine Affairs and Fisheries (KKP) distributed 55 grant fishing vessels to support local fishermen. However, only 1 of 55 vessels is actively utilized, indicating suboptimal implementation of the assistance program. This study examines the factors preventing optimal use of grant vessels and identifies opportunities for their utilization. Field surveys conducted August–September 2018 involved interviews with fishermen and stakeholders at 13 fishing bases across 4 districts, using questionnaires addressing vessel physical conditions, utilization barriers, and optimization strategies. Results revealed that poor transportation during distribution caused hull damage, inadequate vessel maintenance facilities, lengthy legal processes for vessel registration, and high repair costs discourage utilization. Vessel transportation factors combined with inappropriate physical conditions are primary barriers to use. Fishermen demonstrate willingness to optimize grant vessels through independent repairs despite substantial costs, indicating potential for increased utilization with improved infrastructure support and expedited administrative procedures.
