Abstract

This research work reviews cyber attack as a significant global risk, evaluates attack mechanisms, and develops control measures for future incidents. Using the 2008 Russia-Georgia cyber conflict as a case study, this paper elucidates the effects of cyber attacks on nations and designs protective strategies. The study identifies how cyber attacks can trigger terrorism, organized crime, global governance failure, and data theft if left uncontrolled. Implementing the ISO 27001 ISMS Model of PLAN, DO, CHECK, ACT, this paper designs a cyber attack risk control hierarchy strategy in organizational contexts to combat this emerging challenge.
